Entire Pacific Surfliner Service to Shut Down November 7-8 as Multiple Rail Projects Converge
No Pacific Surfliner trains will operate between San Diego and San Luis Obispo for two days as multiple agencies conduct construction and maintenance work along the LOSSAN corridor
Passengers looking to travel aboard the Pacific Surfliner on Saturday, November 7, or Sunday, November 8, 2026, will need to find another way to make the trip.
The Pacific Surfliner has announced a “Full Corridor Closure” for the two-day period, with no Pacific Surfliner trains operating between San Diego and San Luis Obispo because of scheduled track closures.
The announcement might initially suggest that a single major construction project is closing the entire 351-mile railroad.
A closer look shows something more complicated.

The November 7-8 shutdown is associated with multiple maintenance and construction windows occurring along different portions of the route at the same time. Some of the underlying projects can be positively identified from agency construction schedules. Others remain less clear and are treated here as possible connections rather than confirmed causes.
“Full Corridor Closure” refers to Pacific Surfliner service. It does not mean every mile of the LOSSAN corridor is physically closed or that every passenger train using portions of the railroad has been canceled.
Updated November 4: Official Amtrak adjustments for November 5-9
On November 4, 2026, Amtrak and the Pacific Surfliner issued service notice PSN 1128-99 covering a broader window of adjustments from November 5 through November 9. The notice confirms the weekend Surfliner shutdown described in this article and adds Friday changes plus related Coast Starlight adjustments.

According to the notice issued November 4:
Pacific Surfliner — Friday, November 6
- Train 794 (Goleta–San Diego) terminates at Los Angeles. Bus 3594 provides transportation between Los Angeles and San Diego, making all stops except San Juan Capistrano.
- Train 595 (San Diego–Los Angeles) is canceled. Bus 5811 is listed as alternate transportation.
Pacific Surfliner — Saturday–Sunday, November 7-8
The notice confirms that all Pacific Surfliner trains are canceled on November 7 and 8, with no alternate transportation provided. Amtrak Connection buses continue to operate normally. That matches the full-corridor Surfliner closure reported earlier.
Coast Starlight
- Train 11 departing Seattle on November 5, 6, and 7 terminates at Emeryville on November 6, 7, and 8. Alternate transportation is provided between Sacramento and Los Angeles via Gold Runner service.
- Train 14 originates at Emeryville on November 7, 8, and 9. Alternate transportation is provided between Los Angeles and Martinez via Gold Runner service.
The notice attributes the adjustments to infrastructure work and directs customers to Amtrak.com, the Amtrak app, or 1-800-USA-RAIL for ticket changes. Details below remain focused on the corridor projects tied to the November 7-8 Surfliner closure.
CONFIRMED: Three projects assigned to the San Diego County work window
The clearest picture comes from the North County Transit District.
NCTD’s published schedule of Absolute Work Windows specifically assigns three projects to the November 7-8 closure:
- Del Mar Bluffs Stabilization Phase 5
- Batiquitos Lagoon Double Track
- San Onofre-to-Pulgas Double Track Phase 2
The work window covers NCTD’s portion of the LOSSAN corridor from CP Songs at Milepost 209.2 to CP Broadway.
These are not projects Western Rail Archive has inferred simply because they happen to be under construction nearby. NCTD specifically identifies all three in connection with the November 7-8 work window.
Del Mar Bluffs Stabilization Phase 5
The Del Mar Bluffs have been the subject of a long-running stabilization program designed to maintain a safe and reliable railroad along the coastal bluff.
SANDAG says Phase 5 included additional support columns, drainage improvements, retaining walls, erosion-control measures and native landscaping. Work occurred between 2024 and 2026, with Phase 5 completed in fall 2026 at a cost of approximately $88 million.
Because NCTD still assigns DMB5 to the November 7-8 Absolute Work Window, work associated with the project is scheduled into the closure. The available notice does not, however, specify the exact work to be performed during the weekend.
Batiquitos Lagoon Double Track
Farther north, work continues on the Batiquitos Lagoon Double Track project between Carlsbad and Encinitas.
The 0.6-mile project adds a second track across Batiquitos Lagoon from La Costa Avenue in Encinitas to north of Avenida Encinas in Carlsbad. It also replaces the lagoon’s 1940s wooden railroad trestle with a modern concrete double-track bridge. Construction began in August 2024 and is anticipated to continue through 2028. SANDAG estimates the project’s cost at $166 million, and construction pauses each year from April 15 through July 31 for the least tern nesting season.
The second track is intended to allow trains traveling in opposite directions to pass simultaneously and allow passenger trains to pass slower freight trains.
San Onofre-to-Pulgas Double Track Phase 2
The third project explicitly assigned to the San Diego County work window is the San Onofre-to-Pulgas Double Track Phase 2 project, identified by NCTD as SOPDT2.
NCTD assigns the project to the November work window alongside the Del Mar and Batiquitos projects. The public work-window information reviewed by Western Rail Archive does not specify the precise SOPDT2 construction activities planned for November 7-8.
Its participation in the work window is therefore confirmed; the exact work being performed that particular weekend is not.
CONFIRMED: Metrolink closures in Orange and Ventura counties
Construction will not be confined to San Diego County.
Metrolink will simultaneously suspend service on several routes overlapping portions of the Pacific Surfliner corridor.
On the Ventura County Line, Metrolink says trains will not operate between Los Angeles Union Station and Ventura-East November 7-8 because of a maintenance and rehabilitation project. Alternate transportation will not be available.
The Orange County and Inland Empire-Orange County lines will also not operate that weekend because of what Metrolink describes as “a maintenance and rehabilitation project along the Orange County and Inland-Empire Orange County Lines”. Alternate transportation will again not be available.
Exactly which individual projects constitute the Orange County work package has not been identified in the public notices reviewed by Western Rail Archive.

POSSIBLE CONNECTION: Pacific Surfliner Corridor Rehabilitation & Reliability Project
The Ventura County portion may be connected to another project, although Western Rail Archive cannot presently confirm it.
The Southern California Regional Rail Authority, operator of Metrolink, has a project identified as the Pacific Surfliner Corridor Rehabilitation & Reliability Project involving the Ventura Subdivision.
Its described work includes track and structural work and work involving Tunnel 26 on the Ventura Subdivision and Tunnel 25 on the Valley Subdivision.
The timing, location and rehabilitation nature of that program make it a plausible connection to the November Ventura County work window.
However, Western Rail Archive has not found documentation explicitly connecting that particular project to the November 7-8 closure.
It should therefore be regarded as a possible connection rather than a confirmed cause.
UNCONFIRMED: Which Orange County projects are involved?
Orange County presents a similar research problem.
Metrolink confirms that what it calls “a maintenance and rehabilitation project along the Orange County and Inland-Empire Orange County Lines” requires the November 7-8 shutdown of its Orange County and Inland Empire-Orange County lines.
At the same time, Orange County Transportation Authority has several active railroad projects, including the San Juan Creek Bridge Replacement Project, Coastal Rail Stabilization Priority Projects and the Orange County Maintenance Facility Project, and the proposed Serra Siding Extension.
Their existence alone, however, does not establish that any particular project will be worked on during the November 7-8 closure.
Until OCTA, Metrolink or another project partner identifies the individual work sites, connecting one of these projects to the weekend shutdown would remain speculation.
One weekend in a much larger period of disruption
The November shutdown becomes more significant when viewed alongside other work and operational problems affecting the LOSSAN corridor.
North of Santa Barbara, Pacific Surfliner passengers have already been dealing with another interruption. From October 17 through November 6, service north of Santa Barbara has been supported by buses between Santa Barbara and San Luis Obispo while crews troubleshoot track-circuit problems.
That disruption is scheduled to end the day before the November 7-8 systemwide Pacific Surfliner cancellation.

Meanwhile, active projects elsewhere on the route illustrate the scale of investment underway.
In San Diego County, the Batiquitos Lagoon project is replacing an aging trestle and adding a second track, while work at Del Mar has focused on protecting the railroad against bluff erosion and instability.
In Orange County, OCTA continues work on a portfolio of rail improvements and resiliency projects.
Taken together, November 7-8 presents a snapshot of the LOSSAN corridor: planned capital construction and scheduled maintenance are occurring at several geographically separated points on the railroad during the same weekend.
What will and won’t be running November 7-8
Pacific Surfliner: No trains anywhere on the route
No Pacific Surfliner trains will operate between San Diego and San Luis Obispo on either Saturday or Sunday.
Rather than attempting to operate disconnected segments around the individual work zones, Pacific Surfliner service will be suspended across the route.
Pacific Surfliner says no bus bridges will be provided. Amtrak Connection bus routes will continue to operate, but their regularly scheduled train connections will not be available.

COASTER: Also suspended
NCTD’s COASTER service between San Diego and Oceanside is also suspended November 7-8, with regular service resuming Monday, November 9. NCTD says no passenger or freight trains will operate in its territory during the closure, although test trains, construction vehicles and equipment will be active along the railroad.
Metrolink: Three lines affected
Metrolink is also suspending service on three lines affected by the work:
- Ventura County Line: service suspended between Los Angeles Union Station and Ventura-East.
- Orange County Line: service suspended between Los Angeles Union Station and Oceanside.
- Inland Empire-Orange County Line: service suspended between San Bernardino and Oceanside.
Metrolink says alternate transportation will not be available for these closures.
But Metrolink trains will still operate over portions of LOSSAN
Metrolink is not shutting down its entire system, and passenger trains are still scheduled to use some portions of the LOSSAN corridor.
The 91/Perris Valley Line is not included in Metrolink’s November 7-8 shutdown notice. The line uses territory between Los Angeles Union Station and Fullerton also used by LOSSAN services before turning east toward Corona, Riverside and Perris.
The 91/Perris Valley Line has a separate planned service interruption scheduled for November 21-22, when trains will not operate between Riverside-Downtown and Perris-South.
The Antelope Valley Line likewise is not included in the November 7-8 closure notice and continues to use railroad territory north of Los Angeles shared by LOSSAN services before diverging toward the Antelope Valley. It has its own closure scheduled for November 21-22, when trains will not operate between Los Angeles Union Station and Lancaster.
The San Bernardino Line is also not among the announced November 7-8 cancellations, although it does not constitute part of the Pacific Surfliner route.
The Riverside Line, meanwhile, does not provide regular weekend service and therefore is not a factor in determining what continues to operate during this weekend.
“Full corridor closure” does not mean 351 miles of track are closed
The November 7-8 announcement should not be interpreted as all 351 miles of railroad between San Diego and San Luis Obispo being physically closed simultaneously.
Instead, multiple work windows at geographically separate locations prevent Pacific Surfliner from operating its regular through service. Other portions of the railroad remain available for other train operations, including scheduled Metrolink service.

Investing in the same railroad that’s struggling to stay open
There is a larger story behind the closures.
The LOSSAN corridor is not simply undergoing routine maintenance. Public agencies are simultaneously replacing aging infrastructure, expanding capacity and addressing vulnerabilities along a railroad that passes through challenging coastal terrain.
At Del Mar, for example, SANDAG says stabilization work is intended to protect the railroad against bluff retreat and seismic events while the agency separately evaluates alternatives for relocating the railroad away from the bluffs over the longer term.
At Batiquitos Lagoon, the project combines replacement of the old trestle with construction of a second track intended to improve the capacity and reliability of the LOSSAN corridor.
Orange County has its own collection of active rail projects, including work addressing coastal resiliency and infrastructure replacement.
That gives November 7-8 a certain irony.
For two days, there will be no Pacific Surfliner trains anywhere between San Diego and San Luis Obispo, in part because multiple agencies are performing work intended to maintain or improve the railroad on which those trains depend.
At a Glance: Confirmed, Possible and Unknown
CONFIRMED: NCTD identifies Del Mar Bluffs Stabilization Phase 5, Batiquitos Lagoon Double Track and San Onofre-to-Pulgas Double Track Phase 2 in connection with its November 7-8 Absolute Work Window.
CONFIRMED: Metrolink says Ventura County Line trains will not operate between Los Angeles Union Station and Ventura-East because of a maintenance and rehabilitation project, while Orange County and Inland Empire-Orange County trains will not operate because of “a maintenance and rehabilitation project along the Orange County and Inland-Empire Orange County Lines”.
POSSIBLE BUT NOT CONFIRMED: The Pacific Surfliner Corridor Rehabilitation & Reliability Project appears potentially relevant to the Ventura County closure based upon its scope and location, but WRA has not located documentation explicitly connecting it to the November 7-8 work.
UNKNOWN: The individual Orange County projects responsible for the November 7-8 Metrolink work window have not been identified in the public advisory reviewed by WRA.
